RPAG meeting 11th April 2013

Attendance at this meeting was approximately 30. Including two ladies from the Warren Hill Action Group to observe proceedings.
Parking issues Des Storey, parking enforcement officer, gave a short talk to explain the workings of the department, which came under control of the Local Authority a year ago. Much attention had been given to issues relating to parking (mainly adjacent to the schools) and he felt that matters had improved in that time. But our problems are not unique, and are repeated in all areas around the 132 schools within the City. A “Keep Me Safe” scheme is being rolled out, designed to involve pupils in awareness of the dangers of inconsiderate and illegal parking near schools, with the hope that they will perhaps assist in the “education” of parents about the issues.
Several parking tickets have been issued recently on Rise Park and the area is also being monitored periodically by a newly acquired car fitted with ANPR Camera. This vehicle contains the necessary software to detect and record illegal parking and to automatically process the printing of parking tickets.
Mr Storey went into some detail about the intricacies of observing, recording etc. that have to be complied with before any parking fines can be imposed.
His department does have the power to remove vehicles causing an obstruction by parking across dropped kerbs – but this does require the co operation of the complaining resident, including a signature to written report.
Speedwatch There are still some concerns from residents on Brownlow Drive, but the activities of this group have had to be curtailed during this Winters’ appalling weather conditions. But it is hoped tht observations can be resumed if and when there is an improvement in the climate !!!
Footpath Lighting Alan Clarke confirmed that talks are on-going with Top Valley Academy regarding lighting of the footpath by the Engineering Centre, but it hampered by the fact that it is still not clear whether this is a Public Right of Way.
Kwik Save Site Nick McDonald confirmed that no more information is forthcoming from the site owners, except that the site is still on the market and with a hint that there is an interested party. There was a call for RPAG to become involved in establishing Rights of Way to the paths at rear of the Nursery and also the now commonly used path alongside the compound fencing. But AC felt that this must be given careful consideration because any restrictions on this triangle of land (which is believed to be owned by Metier Group) could impact on any plans which they, or new owners, might have for future development.. The matter was deferred for further discussion at the next meeting.
Lighting on car park Mr Baines has installed some additional lighting near the front of the store to his satisfaction, but anyone requiring further improvements must answer the question “who will pay” as this land is part of the Select and Save store and technically available for use by his own customers.
Bestwood Country Park Entrance The state of the pathway continues to be a problem for all users – particularly mobility scooters. Alan Clark continues to press the County Council to make some improvements, but has been “passed from pillar to post” in his recent efforts. The County Council do have contractors working to improve drainage in parts of the park, and there is a hint that they may tackle this problem area.
RPAG Officers and Accounts All existing posts were re elected for another year, and copies of the Treasurers Report distributed. This shows a balance of £81.07 in the account at year end 31st March 2013.
Nuisance telephone calls One resident felt that there might now be an answer to the problem of such calls emanating from abroad. BT has just brought out two new landline phones that have the facility to block International calls. They are currently available currently at £35 for single phone with answer machine. Users need to have Caller ID operational and may not be suitable for anyone who needs to receive International calls. But a one month trial has so far reduced the number of such calls from one or two a day to zero.
Grafitti There was a spate of attacks over the Easter period (apparently not just confined to Rise Park) and thanks were given to Julie Wright in pursuing the matter and the the Council for swift action to clear it up
Dates for the Diary Paul gave a list of dates for forthcoming events (some fundraising). Details will be posted on the Community Notice Board. Thanks were expressed to Bill Baines and Winnies for donations of prizes for some of these events. Contributions also raised from Tesco and Morrisons, with others hoped for.
Bowls Club With the new season commencing, the Bulwell Forest Bowls Club are seeking new members and offering free sessions on Monday and Friday from 10am till 1am.

RPAG meeting 21st Feb 2013

Attendance at this meeting was approximately 35.
Council Budget Councillor Nick McDonald addressed the meeting, followed by a question and answer session, in the form of a Consultation regarding the City Councils’ budget proposals for the coming year. Concentrating inevitably on proposed savings, cutbacks and difficulties faced. He had not been forewarned of a couple of questions, but promised to obtain answers in time for the next meeting – if still relevant.
Policing Jo Wakeling (8212) introduced herself as the new PCSO for the area. She confirmed that a watch was still being kept on problems resulting from irresponsible parking in areas adjacent to the schools, but no questions were forthcoming on this occasion. Phone 101 Ext 4855 4962.
Grit Bins PB had completed a walk round with Councillors to assess the situation regarding siting of these bins and some changes and additions had been made as a result. Stanstead School were apparently concerned that Stanstead Avenue was not on the route of the gritting vehicles and had suggested that they might have to close the school on future occasions if they felt that conditions made it necessary. Councillors will ensure that the Highways people are aware of this.
Fund Raising The Community Assn and RPAG have joined forces to arrange a Quiz Night on 12th April. A mixture of general knowledge and musical questions. Tickets available at £3 per head from Julie Wright or Paul Bakajsa. Donations of raffle prizes would be welcome, and further details can be viewed on the Community Notice Board by the shops.
Fun on the Forest This will take place on 29th June and full details will be available nearer the date. RPAG will have a stand to advertise the Groups activities – but may need extra volunteers to man it. Anyone interested please contact Paul
Graham Allen Paul is hoping that our local MP will be able to be at the Community centre on 20th April. 10.30 am to 12.30 am. To meet residents and answer questions. Cost sponsored by the Action Group.
Country Park Entrance This continues to be a problem for people entering from Dunvegan Drive because of water draining down the hill, resulting in a muddy quagmire near the gate. This makes it almost impassable to mobility scooters and hardly better for pedestrian users and dog walkers. City Council do not own, nor are they responsible, for this pathway – but are in consultation with the County Council to see if anything can be done to improve the drainage.
Camera Club This is a newly formed club which meets in the evening on the third Thursday of every month in the Community Centre. Details posted on the precinct notice board, but new members are required to ensure its success. All welcome – beginners to advanced.
Kwik Save Site Julie Wright has been advised by Metier that they are in negotiations with a possible purchaser, but it would seem that nothing much can be read into this and no further information has been supplied.
Community Asociation First aid courses are being arranged and will be advertised on the notice board for anyone wishing to partake, or requiring more information.
The Association, in conjunction with the Church, is planning to hold another Street Party (similar to last years Jubilee event).This will be on Saturday 8th June and full details will be available in their Newsletter.
Next Newsletter will be distributed shortly, but some areas were missed from the last distribution due to a shortage of willing hands. Anyone wishing to swell the present count of six volunteers please contact Julie Wright.
Winnies Café The owners are considering applying for some changes to their planning consent. Changes that would permit trading on Sundays, Bank Holidays and also evening hours. Also with permission for some outside tables at suitable times. Alan Clarke ‘sounded out’ the meeting to get an idea of the general feelings about these ideas – in readiness for the anticipated application. Although no vote was taken, it would seem that all were in favour and no objections were made.
HGV’s It seems possible that some HGV’s are ignoring signs on Hucknall road that forbid the use of Bestwood Park Drive as a through route, and Police and Highways will be reminded – any action down to them.
SPAR The existing franchise is due to expire and it is understood that this is not being renewed, but will be transferred to the Select and Save franchise operation in the very near future. There is not likely to be any alteration to present trading hours, but Bill Baines hopes that the change will enable him to offer some better deals and a different range of products that he hopes will benefit all.

Guest speakers:
The Fun on the Forest meeting has been re-arranged for 7.00 pm on 8th January at Bulwell URC. Anyone who wishes to input into the next event is invited .
The fund raiser music quiz for Bulwell Riverside Community Choir raised £300.00 and Councillors matched this, giving a total of £600.00. Written thanks to RPAG for this were included in the programme. A very successful concert was given by the choir at the library on 05/12/12 and at Bulwell Wetherspoon’s on 10/12. Anyone interested in joining should contact Val C OR Cherryl B .
The precinct planters were refurbished in October and Paul thanked everyone who helped.
PB attended the official opening of Top Valley Academy on 12/10/12. Peter Brown is hoping to attend our next meeting to give an update of progress .
The report of overhanging branches near the notice board has been noted and work will be done on this shortly .
Speedwatch were recently seen patrolling Rise Park Road and a member requested any stats that may be available from this. These were currently not available but Councillor Clarke did say that there has been some success in their activities and the police have been sending out notices to offenders . A resident stated that there were issues of excessive speeds on Brownlow. He will provide further details to Paul, who will pass this on to Speedwatch team.
Christmas lights on Bestwood Park Drive near the precinct are now up and running. These were selected by members of RPAG and Community Centre committee.
It was noted that a notice had now been put up to show the old Kwiksave site was up for sale - the asking price has now been reduced further and it is being pitched as suitable for housing but there is no planning permission for this at present . It was agreed that “an eagle eye” would be kept on any such application
The 2nd Community Association newsletter has now gone out .
A Photography Club starts at the Centre on 20/12/12 at 7pm on a monthly basis. FOR BEGINNERS TO EXPERTS . No charge for this at present . Further info –ring John on 07766732966.
City Council news Nick offered to host a separate meeting for residents to discuss Council budget spending /savings . Last years event was very useful to those who attended . Paul will liaise with Nick regarding this . It will have to be separate to the usual RPAG meetings as there would not be a big enough time slot available.
The Group that has £97.00 in the RPAG account which will cover the next year’s rent and welcomed any suggestions for fund raising next year to meet printing costs etc.
Graham Allen is offering to attend local meetings (possibly with Paddy Tipping ) . It was agreed that PB will liaise with Councillor McDonald to see if they can attend one of our meetings
Julie W asked for volunteers to share skills with local children – sewing , cooking budgeting etc . Please contact her direct.

RPAG meeting 11th October 2012

Attendance at this meeting was a very commendable 40 residents, speakers and others.
Policing Emma Purdy (PCSO) provided an update on various matters of interest to Rise Park. She confirmed that she is working closely with Traffic Services enforcement officers to resolve continuing issues relating to parking close to the schools. They will be enforcing rules regarding breaches of Yellow Line parking, but she did explain, in detail, the various problems faced by the police in applying sanctions that could not be contested. Police Community Support Officers have no power to issue ‘tickets’ and the police themselves need to actually observe certain breaches. It is now known that there are around 15 regular offenders and details are being collated with a view to taking action against them.
As regards the blocking of driveways, whilst this may be regarded as obstruction by residents – this is not obstruction so far as traffic laws are concerned, which makes it difficult for the police to take action. Apparently they may be able to do so if the blocking lasts for more than 20 minutes, and has actually been witnessed by traffic services. But the affected resident would then need to sign an agreement to attend court to give evidence if requiring the police to take matters that far. Not all residents willing to do so.
One resident from the Rise Park Road area had recently done his own ‘survey’ of traffic to and from Stanstead School and suggested that the road was still being used as a “rat run” when Bestwood Park Drive was busy. Also that vehicles were travelling at excessive speeds on this road. He suggested that the Speedwatch team should be diverted from working on Bestwood Park Drive – where there was little danger to pedestrians – and be asked to concentrate on roads such as this. There was general agreement on this and EP and AC will consider the matter.
The action of this resident had caused some concern, as he was observed sitting for long periods in an unmarked car – and was approached by several people, and with the police being asked to check. However, no cause for concern in the end.
Several incidents of vandalism have taken place at the Community Centre and police will be concentrating on this area. Anyone with information is asked to contact the police on 101, or Emma. Damage has been caused to the roof and roof vents, and hand rails have been stamped on and had to be replaced at considerable expense.
Overall crime is down by 24 incidents (17%) compared to the same period last year. Four burglaries have been reported since July and one person has been apprehended – since when things have gone quiet, though it is not certain that the same person was responsible for all four.
Rise Park is still classified as a low crime rate area.

Homes Insulation Guest speaker, Alison Mouncy, from Nottingham Energy Partnership, gave a talk about financial assistance and free services for loft and cavity wall insulation. Including a reminder that the present scheme comes to an end in December 2012. Emphasis will then be moved to insulation of solid brick wall houses – of which there is little or none on the estate.
Grants will also shortly be available to help with the cost of replacing G Rated boilers – usually “back boilers” or others that are 25 years old or more. This is only likely to be of interest to a minority of householders on Rise Park.
Fun on the Forest PB reported this as a great success and was very happy with the money raised by the two Rise Park stalls – and which has been donated towards funding for next years event. It is expected that this will see another increase in size and the event is now becoming large enough o warrant the formation of a specific committee to organise it. Rather than the current fragmented arrangement involving separate Action Groups, churches, councillors etc. There will be a meeting at the United Reform Church Bulwell on 1st November at 7pm in order to discuss this and finalise arrangements. This meeting is open to anyone wishing to be involved.
It is also proposed to hold the event earlier in the year, probably in June rather than September.
Events A music quiz night will be held shortly to raise money for the Bulwell Community Choir. There will also be an Arts and Crafts Fair in the Community Centre on 24th November from 10am to 4 pm. See notice board near shops for further details.
Bus Services The electronic real time displays are now connected and fully operational at the shops terminus.
Dog Fouling This perennial issue was once again raised, mainly relating to one area, and Councillor confirmed that they are aware of the problems and will continue to monitor the situation and prompt for action where necessary.
Electricity Substations Alan Clarke indicated that Western Power will need to replace seven of the eight stations serving the estate. These seven stations are all underground at present, having been installed on an experimental basis as part of a “new initiative” during the 1960’s aimed at the problem of finding suitable surface plots. There are serious problems involved, many to do with the failure of the concrete housings for these stations. Failure to replace them could result in power cuts or shortages in the near future, so the work has to be done. The company concerned has said that they will need to replace them with ground level ones and have promised to liase with those affected – though it is clear that those affected may not be too happy with the results. The company will be placing some ‘sample’ stations initially to give some idea of the end result. At present the City Council has not been informed of the location of any of these underground transformer stations but information will be made available as and when this comes to light.

RPAG meeting 9th August 2012

This was a foreshortened meeting on account of several factors. It was timed to finish at 8.30 pm in order to allow people to catch the Olympics 200 metre final involving Usain Bolt.
In addition, there were a number of important absences including those of the invited Guest Speaker, Celia Knight and the Police.
The focus of the meeting was therefore mainly restricted to Matters Arising from that of 14th June and the forthcoming Fun on the Forest event.
School Parking Problems are now being handled at Local Area Group meetings and good progress is being made. It is hoped that matters will be resolved in time for the start of the next school term in early September.
Top Valley Academy It was agreed to send an invitation to the sponsors of the new Academy (New College Nottingham) to give a short talk to the next meeting.
Bus Services There is to be a public meeting at 7pm on 4th September at the Riverside Centre in Bulwell. This is an opportunity for residents to raise continuing concerns about reliability and accessibility of the new 79 service with NCT. Alan Clarke stressed that NCT is a private operation responsible for the bus services, the City Council being major shareholders only.
Work to get the electronic timetables at the terminus operational has now been scheduled for completion on Sunday 19th August. Contractors responsible for this are Western Power. Delays have been put down to the original plan to close the terminus for a whole day – to which the Council objected. But new plans mean that there will now only be limited disruption while the work is carried out.
Bin Collections Councillors will again report concerns relating to failure to replace emptied bins correctly. If this does not resolve the issue Alan Clarke suggested that they would conduct a ‘walk round’ to assess the extent of the problem and then take matters further.
Dog Fouling The Week of Action resulted in one person being caught out, and a further six relating to the dropping of litter. Collection of useable evidence is the main problem here and only the Police have powers to impose penalties. All bins have now been labelled to make it clear that they can be used to deposit dog poo bags. There was a “dog meet” on Bulwell Common which resulted in publicity in the Nottingham Post and a suggestion for additional bins in that area is being implemented.
Fun on the Forest This is the second year for this event and takes place from 2pm to 6pm on Saturday15th September. It is a joint effort involving RPAG, Bulwell Action Group and the City Council (who will be providing the necessary insurance cover) There are currently 30 confirmed stalls / activities. There will be a DVD, CD and book sale on Saturday 18th August at United Reform Church Bulwell to help raise funds towards the cost of the Event. Everyone is invited to attend in order to support this effort.

Publicity Costs It was generously agreed to reimburse the costs of preparing and printing publicity posters, banners etc. and costings are to be agreed.
Top Valley School The school is reporting exceptionally good exam results this year and will hold a celebration on 23rd August. PB will be amongst those attending. (Not sure whether alcohol will be available Paul).
Grass verges There have been serious problems over the past two years with damage caused by garden chafer grubs – particularly affecting Rise Park Road verges. These have recently received the necessary chemical treatments to reduce the effect, and have been re seeded where necessary.
Volunteer Action Group PB has received a suggestion that a group of volunteers might be assembled to help in keeping the estate neat and tidy. But the proposer was not at the meeting. It was felt worthy of consideration and he /she will be asked whether they wish to be at the next meeting to expand on the idea.

RPAG meeting 14th June 2012

There was the usual attendance of around 30 people for this meeting.
Election of Officers All existing committee members were re-elected, there being no other challengers for any of the posts. (This item brought forward from the last meeting for reasons explained in the last report).
Top Valley School Peter Brown, headmaster, was guest speaker, and gave an informative talk about future hopes and plans for the school. Following the devastating decision to withdraw funding under the BSF programme, there had now been a dramatic turnaround with news that Government funding will be available for major refurbishment and reconstruction of the premises – though the actual amount allocated is not yet known.
The Governors have also approved a resolution to apply for Academy Status and formalities are now reaching the closing stages. The change will mean more autonomy in deciding the future curriculum and general development of the school, and this will involve working closely with their desired Sponsor – South Nottingham College.
Changes to the curriculum would place an increased emphasis on preparing leavers for gaining employment, or for further education prospects. European foreign language (initially) classes will be introduced, along with such courses as media studies, computer graphics and animation, photographic studies – and with possible expansion of the engineering teaching. Mr Brown was now extremely optimistic about the future of the school / academy and hoped to be one of the top five in forthcoming ratings for the City.
In answer to a question, he said that they would not be adopting the proposed five term idea, if Academy status was achieved.
RPAG Funds Paul Bakajsa’s stall at the recent Jubilee event raised a net profit of £60 – sufficient to cover stationery costs for the year. Rent of the CA building for meetings has already been paid up front. An amount of £90 has been promised by the three Councillors, and the “dragons den” evening resulted in a promise of a further £150. This has not yet been received, but will be paid over to the Community Association to cover the cost of an RPAG section in their Newsletter. A further small amount was raised with a raffle on the night. PB was therefore happy with the present financial situation, and did not feel that it was necessary to have more in reserve.
Bus Services There is conflicting information about the reliability of the new 79 / 79a services. Some residents felt that the service was worse than the previous No 15, but NCT says that their “real time” statistics show an improvement, though traffic conditions inevitably mean that there will be delays at certain times. They are in discussion with Morrisons regarding alterations to kerbs etc. in order to enable the new 36mtr buses to navigate the site, and it would seem that buses will be able to resume the service in to the store in the near future.
Continued delays in getting the electronic precinct timetables working are down to Western Electrics, and Councillors will take the matter up again if nothing is done within the next two weeks.

Dog Fouling appears to be a major concern for some residents, in certain parts of the estate, and the Council are aware of this.

Parking issues Three areas have been identified as presenting major safety concerns and problems of access for residents – all associated with inconsiderate, and sometimes illegal parking associated with the ‘school runs’. The police, councillors and schools are all aware of these problems and do take periodic action to alleviate them. But usually with only short term success, before the problems recur. The issue was discussed at length and it was decided that representatives from RPAG will attend the next Local Area Group meeting to ask police for more positive action. Main issues appear to be:
a) Severe congestion and parking on double yellow lines at the bottom of Brownlow Drive at school collection and delivery times. Thus compounding existing concerns about this already difficult junction and crossing on Bestwood Park Drive. Some instances were quoted of verbal abuse by drivers being approached by residents, police and councillors alike.
b) Similar problems on and around Pine Hill Close, with vehicles blocking access that might be needed by emergency vehicles – and reversing and manoeuvring in this confined area.
c) The corner of Rise Park Road, where restrictions on Stanstead Avenue have moved the problem from there to the main road. A short term problem of school staff parking here in protest at the WPL has been resolved (temporarily). But parking by certain residents, and parents, presents a potentially dangerous situation on this busy blind bend. Some discussions have already taken place with those residents affected - and those causing the problems
Celia Knight, neighbourhood Development Officer will continue to see what can be done, though there are limits on what enforcement action can be taken, and much of the problem is down to the attitudes of the offenders. She confirmed that the schools are doing all they can to co-operate on this matter.

The re arranged date resulted in a number of apologies for absence, attendance being around 30 people.
Election of Officers Due to the number of absentees it was agreed to defer this item until the June meeting.
Café The meeting was attended by the owners of the proposed café, who confirmed that they hoped to open at the beginning of May. They were very happy with the positive responses they were receiving and also confirmed that they had liaised with the schools regarding access times for pupils. They intended to provide ‘healthy options’ as far as possible and did not intend to compete with existing shops as regards the sale of fizzy drinks, chocolate confectionery and the like. There will be seating for 25 and some comfortable sofa seating.
Top Valley School Headmaster, Peter Brown, was unable to attend due to the re arranged date and commitments at the school. He had been invited in order to give some background on the proposal to convert to Academy status. It is hoped that this will form part of the next meeting.
Treasurers Report The valentines Disco produced a net profit of £83, but this was all the result of profit from the Raffle. Ticket sales were at “break even” point. Thanks were offered to shops and others who donated prizes. The Dragons Den evening see last meeting notes) saw the group “walk away with nothing”. But Local Councillors have since offered a contribution of £150 which will be used for publicising the Group around the estate. A page has been purchased within the proposed Community Association Newsletter – this being by far the cheapest option for printing and distribution costs.
Gross income last financial year was £480 with expenditure of £400, leaving a shortfall for anticipated expenditure this year. Income also included a “one off” donation from the Community Chest, which cannot be repeated.
Fund Raising PB indicated that running costs are in the region of £200 pa and is hoping to organise a car boot sale as one fund raising option. Donations of saleable items welcome, and also any help in running the stall. He also reported that the Community Association had agreed to reduce the hire charge for the hall to a nominal £42 for the current year, for which he expressed gratitude.
Fun on the Forest this event will be repeated on15th September 2012 and will incorporate an Olympic theme. A family fun day organised in conjunction with the Bulwell usual attractions as last year.
Bestwood Country Park Councillor Nick McDonald has been invited join the Development Group and has agreed to do so in order to represent the interests of Rise Park residents and ensure the future protection of the Park. He hopes to be able to give you more information in the future about this issue, once he has attended a few meetings.
Bus Services Concerns were expressed about the reduced reliability and timekeeping of the new 79 & 79A services. Also about the fact they no longer have stops in Morrisons, as did the previous service. This now means that shoppers need to cross a busy main road for the return journey – a problem for the elderly in particular. It is claimed that the Morrisons access road is unsuitable for double deck buses and that improvements costing in the region of £30,000 would be necessary to provide safe access. With obvious argument as to who would cover this cost. Councillors will look further into both maters.
Electronic signs at the terminus are still not working but the matter remains in the hands of Western Power, who have a history of delays with work around the estate and could take another twelve weeks to get around to completing the electrical connections.
Recycling small electrical items Reminder was given about forthcoming dates. Items can be taken to the marquee in Bulwell Market Place on May 1st, 8th, 15th and 22nd. No large items such as fridges, cookers, TV’s, computers.
Planters on precinct Anyone wishing to give a hand in replanting is invited to turn up at 9am on 30th May. Trowels and plants provided! To assist parks department staff in this small task.
Stanstead School have invited residents to turn up for afternoon tea and to meet staff and pupils at 3pm on 23rd May as part of a general effort to meet the community. PB has already agreed to be there.
Dog Fouling continues to be a major concern for some residents and a list of “grotspots” will be compiled and forwarded to environmental health department to remind them of this matter. PB to co ordinate.
Community Association The association continues to work on plans for a Queens Jubilee celebration on 5th June – in conjunction with the Church. They hope to announce full details in a proposed revival of the CA Newsletter before that date. A print run of 2000 copies is planned, with distribution to all homes on the estate and some reserves for shops etc.
The recent electrical breakdown, which took two weeks to remedy, was a major blow to the Association and resulted in the loss of a certain amount of goodwill from hirers of the hall – including the loss of Slimming World, one of their long standing customers, who had to find alternative premises and will no longer be hiring the centre.
Kwik Save site Our Councillors continue to speak to Andrew Hine of Metier Property Group to get an update on the potential development of this site. But it has only been possible to ascertain that Metier would still like to develop the land, and that they are “in discussions with a potential occupier”, although he is unwilling to say who this might be. If this moves forward it would be useful to try and get the current land owners and occupiers together to discuss everyone's views, although for the time being our Councillors think it is fair to say that they don't get the sense from Mr Hine that anything is likely to happen quickly.
They have agreed to speak again in a month or so to see what progress has been made and have also asked the Inward Investment Team at the Council to make regular contact with Mr Hine to try to progress this issue. They have reiterated the desire of the whole community to see something happen with this land, and also the desire to protect the interests of the local property owners and shop keepers. It is unanimously agreed that the site is a serious and long term blight on the centre of our estate and something needs to be done to improve the situation.
It was suggested that it would be good to have local residents also write to Mr Hine to express their desire to see the land developed in the future. Considering the snowy conditions there was a good attendance of almost 40 people this time - with apologies from two of our Councillors, who had other commitments.
Valentines Disco PB said that some tickets were still available for this event on 18th Feb (details on community notice board or Action Group page). Raffle tickets on sale at end of the meeting and also ‘on the night’.
School Crossing Patrol Still no takers for this job But Celia Knight continues tol advertise over a wider area. She has now moved into new office at Riverside Centre in Bulwell and can be contacted on 0115 8833 729.
Police items Nothing new to report, except that we now have an additional CSO for the area – Emma Purdey who can be contacted on 07947 530 262.
Dragons Den 2012 This takes place on 5th March, organised by local Councillors who have allocated a total of £500 to help three ideas or projects that aim to’ improve the local neighbourhood’ in Bulwell Forest Ward. It is hoped that this will encourage requests from a wider range than the usual recipients. Application forms available from City Council, but deadline is 20th Feb. Applicants will be invited to pitch their ideas in Dragons Den style. Though not too optimistic, PB will submit an application on behalf of RPAG.
Top Valley School The school has applied to the Secretary of State to change status to an Academy, as already reported on Schools page, and it was decided to invite Peter Brown (headmaster) to attend the next meeting in order to obtain more information about this, and the ‘pro’s and con’s of this plan. He might also be able to talk about other matters that were raised later in the meeting – the increasing number of children congregating on the precinct at lunch times / litter etc.

Bestwood Country Park There is major concern about the County Councils’ perceived intention to sell of parts of this country park, including Alexander Lodges. Including the possible relocation of toilet and playground facilities. Restricted information available at present on account of on-going negotiations, but RPAG agreed to offer any necessary assistance to the Friends of Bestwood Country Park Group in order to protect this amenity.
Council Budget Plans This is a wider issue, not solely affecting Rise Park, but it was agreed to hold a further meeting on 16th Feb at 7.30pm in order to hear and discuss these.
Shops precinct Planning application has been submitted to convert the old Spend It unit into a café. Opening hours proposed as 6.30am to 4.30pm on weekdays but until 2.30pm on Saturdays. General consensus was that this would not be a matter for any objections as litter is unlikely to be a problem and it was felt that it was far better to have an occupied unit than an empty one.
Kwik Save site It appears that owners of this site are still not disclosing their real intentions for the future of this site – even to the City Council. Some plans that have been seen are thought to be designed to ‘encourage’ existing owners to accept offers of purchase, though it is known that some have already declined such offers. (Ed. Requests for any statement of intent that could be published on this web site have also gone unanswered)
Bus Services Rumours suggest that the services to Arnold and Bulwell may about to be withdrawn and no information is yet available from NCT. They have merely confirmed that arrangements are yet to be finalised and that an announcement will be made when their Publicity Department is ready. Though they do “appreciate….residents’ concerns”. They have also said that the matter of the ‘real time’ electronic timetables is out of their control fttb, being an issue relating to power supply which they are waiting on EON to resolve.

There was a low attendance of around 24 people this time - with apologies from two of our Councillors, who had other commitments.
Group Funding PB confirmed that a bank account has now been set up for the Group,
though with a zero balance at present. But has two fund raising events in mind to
resolve this. The hall has been booked for a
Valentines Disco on 18th February. Admission
by ticket (£5 for adults) which includes buffet – but bring your own drinks if alcohol
required. Minimum attendance of 60 required to make this viable. Ticket enquiries
to Paul Bakajsa. A Car Boot sale is also proposed for early in the New Year and this
will be discussed in more detail at the next meeting. Donations of saleable items
would be welcome – members asked to set these aside in readiness. It is hoped that
these two events will easily raise the estimated annual expenditure needed by the
group. Anything in excess of the amount needed will be donated to the Community Association
funds at the financial year end.
SPAR Car Park No further progress has been made since the last meeting between Councillors and shop keepers but it appears that the threat of restrictions or closure has subsided for the time being. It seems that the ball is now in the court of the Spar owner to decide whether there should be further meetings and discussions with the other shop owners, and Council reps are on standby to assist in any way possible.
Vandal damage to Community Association building has been repaired and access to the roof made more difficult by removal of part of the brick wall by the rear entrance
The Community Minister (Chris) from the church advised that he had been conducting a survey amongst local youngsters to gauge the extent of interest in their engagement in community affairs and a possible Youth Forum. Results were very encouraging and application has been made for funding for a part time Youth Worker.
Fire hazard affecting properties backing onto the school paying fields. (See last meeting report for details). Celia Knight has investigated the concerns with the school but has been concluded (for reasons discussed and accepted) that there is little that the school can do to prevent further problems. But they have agreed that residents with properties backing onto the grounds (Langbank Avenue and Rise Park Road) will be granted access at suitable times and be allowed to take their cars onto the field for the purpose of maintaining their fencing, shrubbery etc. Provided that any prunings etc are cleared away. Contact the school to arrange as required. The fire brigade have also been given key codes to make access to the playing field easy should any further fires be reported.
Kwik Save land There is nothing more to report regarding this problem, though there was an unconfirmed suggestion that the owners may have now purchased the ‘middle’ car park at the rear of the shops.
Traffic issues, mainly relating to safety and parking in the schools and precinct areas, were discussed again. The signs forbidding HGV’s from using Bestwood Park Drive as a through route are incorrect, for purely technical reasons, meaning that the police are unable to undertake any prosecutions. It will cost around £15,000 to modify the signage, but this is likely to go ahead shortly. A suggestion that the entrance to Rise Park School be moved to Top Valley Drive was also thought to have some merit for the easing of parking and improvement of safety on Bestwood Park Drive, and Council reps will take this forward for a feasibility and costings reaction.
Litter Bins In response to concerns about the amount of litter in the shops area, especially at school closing times, some pupils have suggested that there is an inadequacy of litter bins – meaning that litter overflows in spite of their efforts to use them. Highways will be asked to come out and check whether this is a valid point and to see whether more bins are needed. However, the current cost of provision and installation is £560 per bin.
Community Notice Board In response to a question about the notice board it also emerged that pupils have looked at it but useage has fallen off because the notices are often out of date and new content is not often added. PB has taken this point on board and will see what can be done to improve the situation with all parties who have access to this facility.
Shops Precinct United Carpets have been confirmed that they have extended their lease on the premises and that there are plans to upgrade and improve the appearance of their shop front. This involves the installation of new roller shutters and upgrading of the signage at the front of the premises. Essential repairs to the interior will also be done. This will not incorporate any improvement to the flats above the premises as are in different ownership. Date for the improvements is uncertain, but they hope that work will be done before the end of January 2012.
Traffic Island CK was happy with the results of work to improve the appearance of the traffic island and the fact that the new grass edging had “taken” so well. She confirmed that three thousand bulbs had been planted and “time will tell” whether the grass and bulbs survive the harsh conditions caused mainly by the road salt and heavy bus traffic.
School Crossing Warden The one potential applicant for this job had withdrawn and the post remains unfilled. It is therefore proposed to widen the “area of search” by advertising the vacancy over a wider area, including Top Valley.
Riverside Centre Bulwell This is due to open towards the end of January and CK will be moving into the premises – but does not yet have the new phone number. She therefore suggests that anyone wishing to contact her in the meantime should do so by e mail or her mobile number. Nick McDonald also offered to try to arrange a tour of the new building for RPAG and is to look into this and advise further.
New Years Eve Party to be held by the CA with tickets at £5 for adults and £2.50 for children. Details hopefully to be posted on the Community Notice Board !!

RPAG meeting 20th October 2011

There was a low attendance of around 28 people this time - with apologies from two Councillors, Celia Knight, the police and others.
The agenda was also abbreviated in order to allow time for two guest speakers.
Grassed areas in gardens and kerbsides have infestation been blighted by the of garden chafer grubs and Darren Tattershall (City Council) gave a short talk and advice about the cause and treatment. He left a supply of advice leaflets, and confirmed that some funding has been set aside, following a full survey of grassed areas for which the Council are responsible, for treatment to be applied. This has to be done at the appropriate time – around May / June next year, in order to have maximum effect.
Garden Centres are able to supply an approved chemical treatment to individuals (Provado trade name) – but this can cost up to £20 for 100sq mtrs.
The need for cash savings means that there will be changes to bin collection dates and properties affected will be notified in due course. Concerns were expressed about the earlier cessation of garden waste collection this year but this was also an inevitable “efficiency saving” that has to be endured.
An impromptu talk was also given by lady representing the SSFA (Soldiers, Sailors, Airmen and Families Association). The organisation has a contract to build and run a new Health Centre on the Southglade Leisure Centre site. Building is nearing completion. There will be an Open Day on 29th December and the Centre will open for business on 4th January 2012. All residents are eligible for registration and it is claimed that the centre will provide a more comprehensive service than many GP’s, including such things as minor surgery.
The Skate Park at Southglade will have an organised event for youngsters on 26th October
Speedwatch – Referred to in notes of the last meeting, is still needing further volunteers. Interested persons please Contact Celia Knight (9155783) or PB.
Fun on the Forest (See notes for last meeting) was considered to have been a great success and a date has already been fixed for a repeat performance in September 2012.

RPAG accounts – Bank account should be set up before next meeting, but the group does need to raise funds to continue to operate effectively – and especially to pay for use of the hall for meetings and events. Fund raising ideas are welcome but not a lot is required as the Chairman felt that the group could ‘get by’ on £200 per annum. He hopes to organise another disco night early next year and may also ask Councillors for some financial backing
Flats over shops The problems with the restrictive covenant have still not been sorted out but talks are on-going and may have been resolved before next meeting.
SPAR car park problem – (see notes from last meeting). Talks were held between Mr Baines, Councillors and reps from Martins and the carpet shop. These failed to reach a satisfactory conclusion as all parties appear to have their own interests and concerns in place. Spar are therefore giving further thought to the issue and it is not clear whether this will result in further meetings or other action regarding free use of this privately owned car park. It appears that the Council are unable to become directly involved, except in a liaison capacity.
Middle car park – this remains in a poor state but the Council fear to apply any enforcement notices on the owners as it is possible that this might result in complete
closure of the area to the public. This land is also in private ownership.
Planters – Volunteers are invited to just “turn up” at 9am on 2nd November in order to assist in planting up the containers near the shops. Trowels provided and perhaps a twenty minute job!!
Street Lights are currently being replaced with units claimed to provide 100% more light with a 50% energy saving cost. All lights in the area bounded by Brownlow Drive and some on the Rise Park Road side of the estate.
Community Association Details were given of plans for the new building – this information can already be found on the Community Association page of this site.
There has been a case of vandalism recently when the protective razor wire has been torn down and access gained to the roof. Police believe they know the culprits, but urgent measures are now needed to prevent a recurrence. Main idea is to lower the wall at the back of the premises – but this will be down to the Council (who are responsible for maintenance of the exterior). The CA did not seem optimistic that this would be done very quickly.
The Quiz night realised a profit of £120 towards CA funds
Top Valley School Councillor Clarke was not able to provide any assurances relating to possible reinstatement of the BSF funding as this was now dependant on central government decisions. There was also the possibility that the school would shortly be applying to convert to Academy status, which would then take it outside of Local Education Authority control anyway.

There was an attendance of around 26 people- with apologies from two local Councillors, the police and other absences mainly due to holidays
Speedwatch – This may now be back on track as sufficient volunteers have come forward and funding is agreed. A meeting in September will enable a group to be properly formed, training and rules to be discussed etc.
Fun on the Forest This event takes place on 10th September adjacent to the golf club premises and posters were distributed. This is to be a ‘Fun Day for all Ages’ and most events are free of charge. There will be live music, bouncy castle or slide, face painting, archery, street dance, football, bowling et al. Organised by Bulwell Forest Action Group, RPAG and City Council. Volunteers are required to act as stewards and anyone interested should contact the organisers or PB. Just for a few hours or the whole afternoon – 2pm to 6pm.
RPAG accounts – it has been decided to set up a bank account for the group and PB will make some enquiries with Banks in Bulwell may be necessary to set up a bank account for the handling of money allocated to, or earned by, the group and this is under consideration. This is currently handled by the Community Association, not an entirely satisfactory arrangement
Golf course path - Some rumours had been heard that one of the paths across the golf course was to be closed (not clear which), but it was confirmed that this was just rumour and will not happen. Friends of Bulwell Forest are already considering the matter of pathways, access and possible improvements in various areas.
Flats over shops The problems with a restrictive covenant that are preventing the letting of the flat over the bookmakers are still under investigation and some help and advice is being offered to the flat owner by Nick McDonald and possibly the appropriate Council department on behalf of the Action Group.
Traffic island – it was again confirmed that sponsorship is not available to a sufficient extent to cover the cost of maintaining this island so this remains the responsibility of the Council. All practical ideas for improvements would be welcome for consideration – but current idea is that heavy planting should be confined to the centre and with grass / bulbs to form a perimeter. The island is currently riddled with couch grass, very difficult to eradicate. Any planting still needs to be resistant to salt and road gritting and any redesign must take account of safety – especially the prevention of children using the island as a short cut across the road. Must also come within the very restricted budget.
Sports Awards The council has introduced a sports awards scheme and is inviting the submission of names of any youngster from Rise Park who might be eligible for an award for sporting achievement.
How does your garden grow A Council scheme has also been launched to assist elderly or infirm residents in maintaining there gardens. Work will be done by Council employees at affordable charges to be agreed dependant on what has to be done. If anyone knows of someone in need of the service they are asked to contact the Council via Celia Knight (9155 783).
Community Association The quiz night that had to be cancelled due to low interest will be rearranged at what is thought to be a more suitable date in October. See notice board at shops for details. Meeting was reminded that the Association is still seeking members and that lifetime membership is just a one-off payment of £2.
Plans for new building The CA has drawn up a business plan which includes proposals for a replacement building. But further help with design and costings are required and it was hoped that this would be provided by an organisation (Pro Help). But things have ground to an unexpected halt because the Association does not have its own lease on the existing property. At present there appears to be no way round this problem.
SPAR car park problem - The car park next to Spar is private property, belonging to Spar. They are responsible for maintenance and upkeep. But there is now serious abuse of this facility by people using it as a Park and Ride facility, parking whilst shopping at the other shops, visiting the bookmakers, and as a drop off and collection point for schoolchildren. Resultant wear and tear, legal problems and blocking of space for Spar customers means that the situation cannot be allowed to continue. The owner is now in discussion with Parking Enforcement Companies in order to protect his interests, which would then perhaps have a detrimental effect for residents making legitimate use of the car park. Probably resulting in clamping and fines being imposed. It is understood that the other shopkeepers are not willing to participate in helping with the maintenance and upkeep of the facility (though Editor has limited confirmation on this point). This is, however, a matter that can only be resolved by the owner himself, with or without co-operation from the other shops.
School crossing warden - It has so far been impossible to fill this post, but a possible candidate has now come forward. Willing to take on the (paid) job – but on the understanding that she will not be required to wear the “silly” and outdate “uniform” that comes with the post. A view which was very sympathetically received by the meeting – and which the Council will discuss.
White Lining - Road markings have now been repainted at Junction of Brownlow and Bestwood Park Drive – as a direct result of the matter being raised at a previous meeting. Another small success for the Group.
Crossing Safety - This continues to be of concern to many people who feel that accidents will continue to happen on or around the zebra crossing near the school. Differing views on any solution – including the provision of traffic lights here. But Highways may be invited to attend a future meeting to discuss, again, the possibilities for further improvements.
Kwik Save Site - The Inwards Investment Team of the City Council are doing all they can to promote this available site to developers. It is felt that there will never be any real interest as a retail site, but possibly some alternative such as a care home would come up. The meeting agreed that any structure that overlooked the bungalows adjoining the site (if multi storey) would be seriously opposed. CK said that the Council would consult with the group / residents on any plans before they were given approval in order that these could be taken into account before decisions were made.

There was an attendance of around 26 people- with apologies from two local Councillors,
Grit Bins – It was decided to “let sleeping dogs lie” as regards the previous proposal to ask the Council to consider moving some of the existing bins. The recent hard winter has increased demand across the City for more bins, for which no funding is available, and it was feared that any suggestion that some of our bins might be in an inappropriate location could lead the Council to remove them to satisfy demands elsewhere. But the matter will remain on the agenda for consideration at some future date.
Speedwatch – The earlier proposal to set up a residents’ Speedwatch’ to monitor traffic speed near the schools is now abandoned due to lack of volunteers (only two names received) to man the scheme.
Tree pruning – Metier had been asked to cut back one particular tree that was obstructing a street lamp, but they had gone much further by removing almost all of the trees on their land completely! It had been confirmed that none of them were ‘listed’ and that they were within their rights to do this. But the general consensus was that it had improved the appearance of the area considerably and only one objection had been received.

Traffic island - this is looking very untidy again and there will be a meeting with local Councillors and representatives from City Services on 17th June to see if anything can be done to improve its appearance. But it is anticipated that no money will be made available. A suggestion that it might be possible to find a sponsor (as with other islands around the City) will be considered by Celia Knight and Eunice Campbell. Any changes will need to take account of safety and ensure that the island cannot be used as a short cut for crossing this busy stretch of road.
Big Summer Clean – residents were invited to bring to the attention of Celia Knight any areas in need of attention during this operation by the City Council.
CCTV Control Centre – the recent tour was regarded as a great success and proved that the cameras are working well and providing high resolution images. Another visit may be arranged for those unable to attend the last one. Applications to RPAG or CK. Control Centre number 9151875 if requesting cameras to concentrate on any particular problem.
Crime – police confirmed that this is at a very low level at present with only four burglaries on the estate in the past quarter (arrests made). Problem of youths hanging around the shops has also been brought under control. A recent serious assault on Brownlow Drive was thought to be a ‘targeted’ offence and was not an indication that there was any concern about safety on the streets.
Suspicious vehicles – these are a regular cause of some concern at present, Generally operated by scrap metal collectors or people touting for business connected with roofing work. Some observations have been made of people going into driveways or gardens of seemingly unoccupied houses, possibly looking for items to take away. Any suspicious activity should be notified to the police, together with the registration number of vehicle.
Underage drinking – youngsters have been approaching adults in the precinct area and asking them to purchase alcohol or cigarettes for them. There was one confirmed incident of this being successful and it was suggested that anyone being approached in this way should warn the shopkeepers to be on the lookout.
Fun on the Forest – Bulwell Forest Action Group are organising this event on 10th September and it is the intention to allocate some or all of the £200 funding from One Vision towards the cost. It is a condition that this funding has to be used in connection with Youth Work.
Community Association – appreciation was expressed to Frank Noble for his dedicated and long service to the CA and Art Groups. Frank has regrettably had to step back from these activities for personal reasons.
The CA hopes to organise a fundraising Quiz night for which tickets are available from Julie Wright at £4 per head. The CA has set up their own internet forum which can be found at www.riseparkcommunitycentreforum@freeforums.org
Road Safety – it was mentioned that the white lining on Bestwood Park Drive is badly faded on the approach to the school, making the right turn lane difficult to identify. EC has taken note and will contact the appropriate department.
Bulwell Common – fears that the golf club was hoping to have the ‘public footpath’ across the bottom of the golf course closed were emphatically calmed by EC who indicated that this would not happen. It was also reiterated that the car park is fully open to the general public and is not reserved for the golf club in any way.
Flats over shops – Martins shop and the flat above are owned by a property investor who regularly attends the meetings. Flat is currently occupied. He also owns the flat over Corals, but not the shop below. Whilst he would like to let the flat to a tenant he is prevented from doing so by a term in the lease which states that it can only be owner occupied. He has been unable to reach any agreement with the owner of the shop below and hoped for some ideas or support from the group. Some ideas were put forward, though rather “long shot”. PB is to consider writing to the owner of the shop part to suggest that an agreement would contribute to the general improvement of the precinct and be in the best interests of all concerned.

RPAG meeting on 14th April 2011
Attendance at this meeting was approx. 30 - somewhat below average, possibly as it was advertised as the AGM. The agenda was similarly short.
Beat officers attended and confirmed that Katie Nolan is being transferred to the Bulwell Beat and will be replaced by Leah Howard. They confirmed that the anticipated problems with mini moto’s had arrived, and that several reports were being investigated. Some seizures had already been made. They were also aware of problems relating to gangs of youngsters congregating in the area of the shops, and were taking steps to try to disperse them and redirect them to more suitable facilities that were available in the area.
AGM matters were speedily dealt with, the existing officers being retained with the exception of the appointment of Val Casterton as Secretary in place of Stella Harrop who had found it necessary to step down from the post for personal reasons.
The placement of grit bins was discussed and it was felt that two of these could be relocated to provide a better spread. The suggestionswill be put to the Council for consideration. It was again confirmed that no funds were available for additional bins.
Funding was available for a Speedwatch exercise that could be undertaken by any volunteers wishing to take on the task, and also the administration. The purpose being to record, and report to the police, breaches of the speed limits close to the schools. Information pack was left for any interested party to pick up and consider.
Some checks had been made on heavy goods vehicles using the estate as a cut through (in breach of road signs forbidding this). Seven registrations had been noted and warning letters sent. The local authority was hoping to improve the road signs to make them clearer and more noticeable.
The reduction of wardens on Bestwood Country Park had not improved the situation regarding anti social behaviour or fly tipping and any problems should be reported on 0844 9808 080 during usual office hours.
Concerns about the City Councils’ waste of money had been raised at the recent Question Time and PB reported that the Arrow was costing £340,000 per annum (inclusive of delivery etc). The present Council is considering a reduction in the number of editions – though elections are imminent. He advised that RPAG had contributed a total of £30 towards the cost of that meeting.
RPAG intends to continue to press for improvements to the junction of Brownlow Drive and Bestwood Park Drive following a number of traffic incidents recently. A suggestion for traffic lights appeared to be high on the agenda. (Editors note – I seem to recollect that this idea was discounted by the Highways Dept a couple of years ago, for reasons that were explained to the meeting at that time).
The Youth event at Top Valley School would not be repeated this year but RPAG hoped to be involved in arranging some form of alternative event for which some funds were available. Jim Beard, deputy Head, had offered to arrange conducted tours of the school and engineering college in groups of five maximum in order to show the facilities available and work being done.
No information was yet available regarding the possible reinstatement of the BSF rebuilding programme, but it was thought that new plans were being drawn up that would be less costly than the original and that would incorporate some refurbishment rather than complete re build in parts.
A suggestion from an (absent) resident for the provision of a local bus service round the estate was discussed but it was remembered that this had been tried previously and it was question of viability and a matter for Nottingham City Transport (not the Council) to consider. RPAG would not be pursuing the matter but would suggest that the resident take the matter up direct with them.
PB is to write a final warning to Metier regarding the failure to cut back a tree that is obscuring lighting on the pathway leading to the surgery. Failure to deal with the problem may result in the work being done by the City Council, with the bill being sent to Metier. This might also include a demand for clearance of rubbish that is being dumped on the site and which could become a health hazard.
Residents were concerned about the possibility that the shops might be selling alcohol to underage drinkers – though no proof was available as to how they were obtaining this – and RPAG will contact Trading Standards to see whether they feel that any investigation or checks might be needed. As usual, no representatives from the shops were in attendance and able to comment.

RPAG meeting on 10th February 2011
(This report concentrates on matters of immediate interest to Rise Park, not including certain wider issues that were raised)
There was an attendance of around 40 people- including the three local Councillors, though a change in shift patterns meant the Police Beat officers had to miss this meeting.
In response to a question at last meeting a list of grit bin locations was provided and with a request that any suggestions for change should be considered and put forward to the next meeting. But no funds are available to increase the present number of bins.
Chairman reported that the group had succeeded in application for funding from the One Vision Community Chest and that two amounts of £200 had been granted. The RPAG allocation has been used to pay annual advance rent to the Community Association for use of the meeting room and the remaining £100 retained for general expenses. The other £200 has been passed on to Top Valley School to help cover costs of organising various Youth Events.
Problems relating to location of shop ‘A Boards’ had been raised at the last meeting but no further objections were made this time – problems appear to be resolved.
There was much discussion about problems being faced by properties adjacent to Kwik Save site. Both as regards lack of security and issues with the required fencing (rumours about the theft of fencing now apparently proven incorrect as it had apparently been removed by a contractor). Also regarding the importing of earth to form mounds as a deterrent to potential “squatters”. Neither the group, nor those affected, felt that they were receiving any co operation or genuine interest from the site owners or contractors regarding these matters. Nor in relation to alleged damage caused to nearby properties as a result of vibration during the demolition. It is believed that one local business has sought legal advice on this matter.
On the matter of the traffic island, it is now confirmed that no funding will be available in the foreseeable future for any improvements, and suggestions of clearance and tree planting are a non starter as this would encourage school pupils to use the island as a short cut across the main road, creating further danger.
Vacancy still exists for school crossing patrol, but no applications have been received in spite of advertising and a leaflet to all on the estate.
Celia Knight is looking into the possibility of starting a Community Speed Watch Scheme as one of the options for increasing safety – especially close to the schools, but also in other roads on the estate. Anyone interested in participating as a volunteer should contact her or the Action Group. This involves the use of hand held speed cameras, with reporting to the police of any speed infringements. (Only the Police are able to take action – usually in the form of a warning letter).
She is also to arrange a Week of Action, commencing 21st march, to tackle cleaning up of the area and the like. There will also be a ‘Drop In’ event at top Valley Community Centre on 25th February from 9.30am to 11am. Councillors will be in attendance to hear views regarding Council Budget Plans for the coming year. No appointments needed – just call in if you wish to be heard.
Bestwood Park Drive has well signposted restrictions on through traffic exceeding 7.5 tonnes g.v.w. , but some residents feel that these are being ignored and the Group will ask Police to monitor the situation. The restrictions do not apply to vehicles requiring access on the estate though.
Serious problems at the junction of Brownlow and B.P Drive were highlighted by another recent accident on the crossing and Beat Officers recently attended to assess the situation. However, some residents were very unhappy to find that motorists were blatantly parking on the yellow lines in this area – and that the police were turning a blind eye and making no attempt to move them on or take other action. Such parking, on both sides of Brownlow, are creating a problem as regards general safety and also to vehicles entering and leaving the Spar car park – and also blocking driveways to the houses.
It was stressed that such obstructions were a matter for the police, who needed to be notified immediately and asked to take action – especially if blocked access might be a problematical should an emergency arise.
Plans are in place for improvements to the play areas of Bulwell Common, but the proposed refurbishment of the brick pavilion will not be carried out in view of the estimated cost of £400,000. It is likely that the building will be razed to the ground. Councillor AC reminded the meeting that the car park adjacent to the golf club is not the sole preserve of the club but remains a public car park and that any golfers continuing to claim otherwise should be informed accordingly and reported to the Council if necessary. The golf club have been reminded of this matter on previous occasions.
Mini Motos have not been a problem recently but could become so on the approach of lighter nights. Please report sightings to the Police on 0300 300 999 in order to ‘nip any problems in the bud’ as early as possible.
The Community Association has drawn up a Business Plan for submission to the Council relating to requirements for a new building, and has welcomed some letters of support. It was agreed that PB will compose a letter in the name of the Group, but more individual letters are required too. It is recognised that there is little possibility of any plans maturing in the near future, but this is a start.
The CA continues to extend the life of the building as far as possible and has just spent £4,800 on new carpeting, vinyl and stage lighting. This is in addition to £30,000 spent on refurbishments by the City Council.
Future membership is likely to be offered at a cost of £1 for five years or £2 for Life Membership – effective from April 2011.
It is believed that work will commence at some time during the summer to alter the street lighting round the estate with a view to installing energy saving fittings and general improvements. Surveys for this work have recently commenced, but AC was unsure about how efficiently and quickly this would be carried out – based on previous experience with certain contractors.

RPAG meeting 9th Dec 2010
A combination of atrocious conditions underfoot, and Christmas season commitments was probably responsible for an unusually low attendance of around 20 people. The agenda was therefore abbreviated, mainly to concentrate on tying up “loose ends” in readiness for the new year.
Guest speaker Doreen Carruthers gave a short talk on Neighbourhood Watch schemes and the connection with the Police Bulwell Community web site. She had helped with the start up of a new NW scheme in Forest Park, and was available to assist anyone wishing to act as coordinator for anything similar in Rise Park. She hoped that volunteers would come forward for such purposes. The Alert System on the aforementioned site had been successful and it was now planned to roll this out on a nationwide basis. Leaflets were distributed giving details of how to sign up to receive alerts. (More inf on Police page of this site)
PB thanked volunteers who had helped with the winter planters, and confirmed that the Xmas lights had now been turned on once again. RPAG had applied for further funding, as per last years successful application, and were hopeful of receiving even more funding from the Councils Community Chest this year.
His recent Disco evening raised £338.12, which had been donated to the Community Association for use of the hall, and general funds.
CK agreed to pursue the question of A boards in front of the shops to ensure that local bye laws were being complied with . She also provided an update on the provision of grit bins, about which some concerns had been expressed. The situation is that the City Council had only 40 extra bins available for the whole of the City, and Rise Park had been allocated just one of these, which had been placed outside the Primary School. Unfortunately nothing more could be done for this year, Council spending limits being the controlling factor. A reminder was given that grit could be used on roads or pavements but that residents should not be taking it for use on their own private property.
Volunteers were still needed to help with the start of a Youth Club at the Church on Monday evenings. Funding was still available for improvement on the play areas on Bulwell Forest / Common, and any ideas on how this should be spent would be welcome.
Some elderly people struggled to cope with their full sized wheelie bins, but smaller ones were available on request, by contacting the Council.
Some stickers were provided for anyone wishing to display these in order to deter cold callers and junk mail.
PB had continued his correspondence with the owners of the Kwik Save site and this seemed to have been effective in reminding them of their obligations to comply with the conditions regarding safety and fencing of the site. It was suggested that some damage may have been cause to nearby properties as a result of the use of heavy machinery and plant, and owners were recommended to keep a detailed log of any such damage in case of the need to seek remedial action.
VC had recently been given a tour of all the facilities at Top Valley School, including the impressive Engineering Centre workshops, and was also impressed with the work being done by the school in the matter of Community Care teaching.
The Community Association expressed appreciation for the RPAG donation and indicated that this would go some way towards improvements to the heating system. Tickets were still available for the Bluecoat Singers concert at the church on 18th December, proceeds to be given to the Air Ambulance fund. New Year Party tickets were also still available.

RPAG meeting 21st October 2010
Attendance was just over 40 people- including the three local Councillors, journalist from the Nottingham Post and the Public Realms Manager from the City Council (the team responsible for dealing with environmental crimes issues such as graffiti, fly tipping and matters affecting the quality of local amenities - such as the state of derelict buildings).
This guest speaker gave a short talk explaining the work of the team, especially relating to Section 215 of the Town & Country Planning Act – of particular interest to local residents on account of the general state of the old Kwik Save premises and its effect on the “amenity of the local area”. This part of the Act allows Councils to investigate such problems and to serve notice on owners, requiring them to take remedial action within a certain timescale (usually 28 days). Failure to comply can result in the imposition of fines on an escalating scale related to any delay, and also a possible criminal record. It also allows the Council to move in to remedy the situation if necessary, as a last resort – and to recover the costs from the offending party. Around 75% of orders are complied with, without the need for such intervention.
As regards the Kwik Save premises, the problem seems to have been resolved by consultation and co operation and without the need to resort to Section 215 – where it was felt that the owners’ rights of appeal might have made it difficult for the Council to enforce the scale of improvement needed in order to resolve the problems.
In answer to a question relating to graffiti, the team does remove this from public places and is happy to work with private property owners regarding removal and the application of anti paint surfaces – but subject to a charge.
PB said that tickets were now available for his Disco Night in aid of funds for the Community Centre. Saturday 20th Nov. Any further donations of raffle prizes would be very welcome.
The question of grit bins was still being followed up, and all should be in place in time for the onset of winter weather
Volunteers were requested (and agreed) to assist with preparing the Planters near the shops with winter flowering plants – to be done on 3rd November. The Christmas lights had also been ordered and should be switched on 3rd December.
PB said that he was pleased that he and reps from RPAG had been able to meet with the Nottingham Post to discuss some earlier inaccurate reporting, and that we were now beginning to see some more positive reports appearing. He welcomed the presence of Jayne Garfitt at the meeting.
He will once again be applying for a grant from the Councils Community Chest and is hopeful of receiving funding up to the maximum of £200 that is available. Last years grant has now been fully accounted for – 50% used to pay the Community Association for room hire, and the balance towards RPAG expenses.
The church is looking for volunteers to assist with the running of the Youth Group (evenings) and anyone interested in donating a few hours of their time is asked to apply to Rev Tanner.
The Youth Event held at Top Valley School last month proved to be a great success with large numbers of people attending. As a result there have been many applications to join various groups such as Army cadets, karate club and the like. A survey was carried out amongst youngsters at the event asking their views on what they would like to see by way of improvements in the area – and the results were surprisingly close to those of older residents in many respects!
The Local Area Group has set aside £800 for spending on youth activities, with a possible further £200 in the pipeline.
Publicity was given to the Bulwell Neighbourhood Alerts and Crimestoppers schemes and leaflets distributed. (Information is already on the Rise Park Web site).
As reported earlier, final details have now been agreed between Metier Group and the Council relating to safety, fencing etc and it is thought that demolition of the old Kwik Save could commence within a matter of days rather than weeks. The site will be fenced during demolition and with more permanent fencing installed afterwards. The owners’ intentions for the future are not yet known but the site remains on the market with outline planning permission for erection of a retail unit of similar size. There could always be an application for revised permission, and RPAG will keep a watch on the situation.
The problem of trees blocking the lighting to the footpaths nearby will be dealt with during the work.
The Community Association will continue the fight for a replacement building (though appreciating the difficult economic situation that now prevails) and are liaising with the Council over the preparation of a revised Business Plan.

RPAG meeting 26th Aug 2010
This is an abridged report – dealing with matters most directly affecting the estate, though wider issues were also on the agenda. Full minutes can be obtained by attendance at the next meeting for anyone interested.
Attendance was slightly lower than average (school holidays?), with approximately 30 residents present.
PB opened with a reminder that tickets will be available by next meeting for his Disco Night in aid of funds for the Community Centre. Agreed that music will encompass the period from 50’s to 70’s! Saturday 20th Nov.
Planning application has been submitted for a new Health Centre to be constructed on land behind the Southglade Library. If agreed, it is hoped it will be operational in October 2011. Full details are on display at the library. There was concern about the intention to include a pharmacy, and how this might affect our own pharmacy – but it is understood that Knights are fully aware of the situation. It is believed that Mistry’s, near Tesco, is once again facing closure, but no reliable information available regarding any re location plans.
A petition form is available in Knights, for anyone wishing to sign up against the recent abandonment of plans to redevelop Top Valley School.
Although the police were not able to attend this meeting, they advised that a recent check on the 20mph zone outside the schools had resulted in the issuing of thirty ‘tickets’ to motorists. A variety of offences, including speeding and failure to use seat belts.
L.A.G. has £1500 funds available for Community Benefit schemes – but this covers the whole of the area including Top Valley and Bulwell. Applications / ideas invited for next meeting will be considered.
Community Association reported that they continue to prosper “under the new management”, and that the timetable is now fully booked – some groups having to be turned away. Are now considering some improvements to stage, including lighting, carpet and possibly a curtain – fire regulations permitting!
Owners / agents of Kwik save had suffered a bombardment of correspondence from residents, Councillors and the Group. It was felt that this had now forced them to carry out some safety improvements to the site. More importantly, to apply for planning permission to demolish the building – now considered to be “beyond its useful life – and to seek outline permission for erection of a new retail store.
Alan Clark will be doing everything possible to expedite this, and also to address serious concerns about what will happen when the building has gone. To investigate the possibility of getting the owners to co-operate (if unable to enforce it as a condition) of surrounding the area with a security fence – particularly to ensure that there is no repeat of previous incursions on to the site by “travellers”. Graham Allen has now been asked to keep an eye on developments and a suggestion from the last meeting re the possibility of reduced business rates to encourage take up has also been put to him. This is something that is not within the remit of the local authority.
PB will also be continuing his correspondence with Metier in order to ‘keep up the pressure’ on them.
AC has arranged for a mobile temporary CCTV camera to be moved to the church car park to cover that area.
The general appearance of the shops continues to be a matter of concern. Celia Knight investigations have revealed the complexity of the problem in that Land registry records show that here are no less that seventeen separate owners / leaseholders involved. Invitations were issued to all of them in order to discuss matters – but only two bothered to turn up, indicating the extent of the problem!
Main property for concern is the Carpet Shop. General opinion was that this is giving an extremely bad and ‘tacky’ impression of the precinct, especially with the boarded up windows of the flat above – unpainted plywood, and now with advertising attached. AC/EC will investigate whether this needs planning permission and PB will also write to them to express concerns of the meeting. It was also suggested that individuals might also take similar action.
Celia Knight confirmed that the Empty Homes Officer for the Council was making contact with the flat owners to try to ascertain their intentions re the properties. No replies yet available.
The chairman is continuing his correspondence with the Nottingham Post regarding what was considered to be derogatory and inaccurate reporting concerning the general state of the area, and also with another Councillor (not one of our own elected representatives) regarding his contribution to the reports.

RPAG meeting 24th June 2010
Attendance at this meeting was fairly average, with just over forty residents present.
Guest speaker Daren Tattershall, Neighbourhood Street Environmental Officer, provided a rundown of the service – aimed at ensuring a clean and safe local environment. His team working closely with residents, councillors, police etc. Leaflet was distributed to provide full information and contact details for reporting fly tipping, graffiti, grot spots etc. He reminded the meeting that bulk waste such as old furniture and white goods will be collected free of charge by calling Eastcroft to book a time for visit. He can be contacted at 915 2000 to report any issues.
There was some concern regarding the dumping of Tesco trolleys, and other matters relating to the Supermarket – and it was agreed that an invitation will b issued for them to attend a future meeting to listen to concerns (though this deferred for later in the year on account of more pressing matters referred to later).
PB and others had the requested meeting with Councillor Trimble re closure of the library, and was provided with extensive documentation regarding the matter. This made it clear that Top Valley was “a failing library” in terms of use, books loaned etc. and the group now accepted that closure was inevitable. But he expressed annoyance that the facts were not made clear at the outset.
The Community Association will hold an Open Day on Sat 26th June, to be attended by most of the local groups, event organisers etc. For the purpose of publicising what is available in the building. Refurbishments to the building are now almost complete and with final touches to the interior imminent. The building is now being used almost to capacity and with most available times utilised. A “Youth Room” was recently opened in the church and the LAG will be holding a meeting in September to involve youngsters and seek their views on what can be done for them in the area.
There is still an urgent need for a (paid) crossing warden at the school, and it was felt that some NCT drivers were not being cautious enough about the crossing when leaving the terminus. Any worries can be reported to NCT on 950 6070 with details of the vehicle involved.
“School Run “is becoming a problem at the bottom of Brownlow and it was suggested that double yellow lines might be the answer. Problem exacerbated by the temporary closure of the Spar car park. Council could take matter up with Highways – but agreed to leave matter fttb to see how things develop after the Spar opens. It was noted that the shop may need to apply some restrictions on their car park to avoid it being used as a Park & Ride site, to the detriment of their trade.
Empty flats above the shops were attracting problems from burglary and vandalism and six arrests have just been made as a result. Some complaint about the lack of Police action elicited the fact that complainants had actually done nothing to report matters. The Chairman made it abundantly clear that the onus was on residents to log and report problems as they arose- otherwise not to complain if nothing was done.
Ownership of the car park immediately behind the shops is still under investigation by AC and EC – but is believed to be in name of Pottersby. Anyone having more information or contact details please advise the Action Group or Council.

Main item on the Agenda was the Councillors Call for Action plan as laid out in the recently circulated leaflet regarding the state of the shopping area.
After the last meeting the owners of Kwiksave had been ‘deluged’ with e mails calling for something to be done about the state of the building and car park. They claim that they have two parties showing an interest in the property, and there is also the possibility that demolition of the structure might be an option. It currently has planning permission for retail use – and existing structure may no longer be suitable for future purchaser or leasholder.
They have admitted in correspondence that “this site has proved to be a major problem in our portfolio”.
But the meeting felt that pressure must be maintained on them to make the site tidy, safe and secure or get it redeveloped. Various suggestions were put forward, some of which might involve City Council assistance – and these are all being considered.
There was unanimous support for the owners to be invited to address the August meeting – possibly with a preliminary “private” meeting with Councillors and RPAG and Community Association reps. To discuss mutual concerns and possible solutions.
It was also hoped that an early meeting of the existing shopkeepers could be convened, with a view to forming a small Trader Association in order that they can co operate and work together to improve the general appearance of the precinct – especially at the rear. The Council also to investigate the possibility of providing financial or other assistance toward that end.
A long and productive meeting that finished approximately half an hour after its’ planned time.
Meeting 22nd April 2010
Despite this being the AGM, and clashing with the pre election TV debate, attendance was only slightly down on the average figures.
The Chairman and other officers were all re elected, un-opposed, to serve for a further term.
Katie Nolan & Luke Parfitt dealt with various police matters and confirmed that there was to be an imminent “off road operation” to reinforce the situation re mini moto’s – though it appeared that this problem had already diminished.
There have been a number of incidents where young children have been calling at houses asking to use the telephone or toilets ‘as an emergency’. This is thought to be linked with attempts to check occupancy with a view to assisting with later burglary. Residents are asked to be wary and to report any such suspicious activity to the police for investigation.
PCSO arranged to contact one resident for an appointment to undertake Smartwater marking. It was also confirmed that a new Neighbourhood Alert system is being set up by the police – more details to be available shortly.
The Community notice board had been “out of action” recently due to vandalism, but the locks had now been repaired and it was now back in use.
A presentation was given regarding the new Adventure Playground next to Southglade School. Open Day to be held on 8th May. This will be available for use by children age 5 to 13 out of school hours, Saturdays and during school holidays. It will be attended by trained staff and there is no charge for attendance. Appreciation was expressed to the owner and staff of the new Knights Pharmacy for the excellent, personal and friendly service now being offered. Also for the fact that the move seems to have had a beneficial effect on the general ‘footfall’ around the shops precinct.
Latest information regarding the proposed SPAR is that the anticipated opening date has now been ‘pencilled in for 31st May’.
PB advised that the £200 “One Nottingham” funding had been utilised to pay an advance rental of £100 to the Community Association to cover the next twelve months, with a further amount used for the purchase of stationery, postage and other office requisites. This left approximately £17 and it was agreed, that this be allocated towards the cost of staging the 1980’s disco event on 20th November. All profits from this event to be ploughed back into the respective groups, funds.
AC confirmed that there is ongoing contact with the owners of the old Kwiksave regarding the state of the building and the adjacent footpaths. It was also agreed that there should now be an early attempt to establish that a “right of way” now exists along the paths at rear of the Nursery. This will ensure that some right of access is retained in the event of the premises being sold for redevelopment in the future. There is ample evidence that there has been free access for the requisite 20 year period. PB is to write to John Lee at the Council on behalf of the group.
More details are awaited regarding an offer to meet with representatives of RPAG in order to provide the requested details behind the reason for closure of the library.
Leaflets were handed out by Celia Knight with a plea to publish the forthcoming Health and Wellbeing Event which takes place in Bulwell Marketplace on Thursday 29th April. This event involves the participation of a very wide number of groups providing help, support and advice on a wide range of health issues.
Funding has now been finalised in regard to the redevelopment of Top Valley School buildings, and further meetings are to be convened during next month for consultation with those neighbours most affected by the scheme.
Vacancies still exist for school crossing wardens as mentioned at the last meeting – and CK said that these could be filled on a “job share” basis if necessary.
A number of Tesco trolleys have been found abandoned around the estate and the store is generally slow to recover them. It was suggested that they should be “badgered into action” by telephoning them on 980 7000 should the problem persist.
Frank Noble provided an update on the renovations to the building and said that the next phase for improvements to the interior will be started during May. He felt that the work now done had secured the future of the building for the foreseeable future.
Julie Wright then made the aims of the Community Association very clear – a determination to get a new building that was “fit for purpose”, and she presented the local Councillors with the Associations Business Plan outlining their aims.
The CA are also trying to trace documentation relating to the 2003 proposals and plans for refurbishment of the central area, and asked if the Councillors or anyone else could help in providing copies.
